Mr Robert Chew
Chairman, Assurity Trusted Solutions Pte Ltd

 

Robert is a former partner of Accenture. Since his retirement in 2007, he has remained active in the technology industry as a partner in iGlobe Partners (a Venture Capital firm) and Stream Global (a tech incubator and angel fund). He is a board member of Anacle and Scanadu. He is a council member in the Information Technology Standards Committee, where he chairs the Cloud Computing Standards Task Force.

He serves on the boards of public healthcare organisations - Alexandra Health System, Integrated Health Information Systems, and Yishun Community Hospital. He also serves on the boards of nonprofits – Dover Park Hospice, Kwong Wai Shiu Hospital, Shared Services for Charities, TOUCH Community Services, National Council of Social Service, and the Singapore Institute of Directors. He is a Fellow of the Singapore Institute of Directors, and the Singapore Computer Society (SCS).

He was awarded SCS’s Hall of Fame in 2016 and IT Leader of the Year in 2009. For his contribution to national standards development, he was awarded SPRING’s Distinguished Partner Award in 2011, and was conferred the Public Service Medal in 2013.

 

Mr Kwok Quek Sin
Senior Director, Government Digital Services Group, Government Technology Agency (GovTech)

 

Quek Sin is currenting working in the Government Technology Agency(GovTech) as a Senior Director in the Government Digital Services Group. He leads the Product Management Division of GovTech focusing on the planning and delivery of whole-of-government products for citizens and businesses, including e-payment solutions.

He is also concurrently the Senior Director for the National Digital Identity programme, charged with the setting up of the National Digital Identity, Authentication, Signing and Data platforms. These products are part of the critical foundations and building blocks for Singapore's vision of a Smart Nation.

 

Prior to joining the Public Service in 2009, Quek Sin served in multiple consulting and management roles across various MNCs, including Accenture, Deloitte Consulting and HP.

In addition, Quek Sin attended a “General Management Programme” at the Harvard Business School in 2013 as well as a “Leaders in Urban Governance Programme, Centre for Liveable Cities” in 2014.

 

Mr Vivek Kumar

Vivek Kumar is Assistant Director-General of the National Trades Union Congress (NTUC). He is the Director of U Startup, U Associate, U Future Leaders & U PME.

Under his leadership, his team grows the Labour Movement and builds relationships with 3-Generation NTUC members & networks, together with NTUC-affiliated unions and associations, NTUC Social Enterprises, NTUC U Associate professional guilds & professional groups such as startups & technopreneurs.

Vivek is presently a board member of NTUC Link Pte Ltd, NTUC Club, & PME Hub Pte Ltd. He is also a Board Member of the InfoComm Media Development Authority (IMDA).

He is the honorary Chairman of the Asia-Pacific Advisory Board of Global Chief Marketing Officer (CMO) Council, a keynote speaker at regional conferences, and writes in selected business publications.

 

Ms Shirley Wong
Managing Partner, TNF Ventures Pte Ltd

 

Shirley Wong is an entrepreneur and has more than 28 years of experience in the IT & Technology industry. Currently she is the Managing Partner of TNF Ventures Pte Ltd. Prior to the current role, she oversees the management and operations of the BT Frontline group in Asia Pacific, driving the professional services business for IT Security, Healthcare and Applications Development. She was the Chairman of Singapore Infocomm Technology Federation from 2013 to 2016.

Shirley co-founded Frontline Technologies in 1994, and it was listed on the Singapore Exchange in March 2001. Under her stewardship, the company has grown from a team of 8 to 5000 workforce spread across 11 countries in Asia Pacific. Subsequently, the company was acquired by British Telecom Global Services in March 2008.

She has been active in the startup scene, helping startups to secure funding, access to resources, market connections and go to markets. She is incredibly passionate about entrepreneurship and is excited to help build the startup community in Singapore. She engages in various judging events such as President Science & Technology awards, National Infocomm Awards, SiTF Awards and Asia Pacific ICT Awards etc.

 

Mr Bruce Liang

Mr. Liang is the Chief Executive Officer (CEO) of Integrated Health Information Systems (IHiS) Pte Ltd and the Chief Information Officer (CIO) of the Ministry of Health (MOH) Singapore. Between these 2 roles, Mr. Liang is overall responsible for the advancement of healthcare IT in Singapore. This includes IT funding, policy development, strategy, plan, implementation and operations of country wide programs and capabilities. As CEO of IHiS, Mr. Liang is also overall responsible for the delivery of Health IT services to all Public Healthcare institutions.

Prior to joining MOH and IHiS, Mr. Liang was with Accenture for 19 years. He held various leadership roles, including Partner for Growth and Operations of ASEAN Products Practice as well as the Health and Public Sector Practice in Asia Emerging Markets. He has extensive experience in complex and large scale enterprise planning and Business-IT transformation programs for Governments and large businesses across Asia.

Mr. Liang graduated from the National University of Singapore (NUS) Department of Information Systems and Computer Science (DISCS) in 1994. He has been active in the development of the infocomm industry in Singapore. He currently holds Directorship on the Board of Assurity Trusted Solutions Pte Ltd and serves on the Advisory Board of the Ageing Research Institute for Society and Education (ARISE). He also sits on the Executive Committee of Singapore Computer Society (SCS).

 

Mr Tan Chee Hau
Director, Smart Nation and Digital Government Office (Planning and Prioritisation), Prime Minister's Office

 

Chee Hau joined Prime Minister's Office as Director, Smart Nation and Digital Government Office (Planning and Prioritisation), in May 2017. Before that, he spent a year as a Sloan Fellow at the Stanford Graduate School of Business. Chee Hau joined the public service in 2007 and has served stints at Ministry of Manpower, Minister of Defence, People’s Association and Sport Singapore. He studied Computer Science at Stanford University and graduated with Bachelors and Masters degrees in 2005.

 

Ms Deborah Lee

 

Ms Lee was previously Executive Vice-President, Corporate Development of Singapore Press Holdings Ltd (SPH) from 2007 to 2015. Prior to joining SPH, she was a consultant, specialising in corporate development work and mergers and acquisitions.  

Before her consultancy work, Ms Lee was Senior Vice-President, Business Development at the Wuthelam Group, overseeing the establishment of the industrial electronics business, real estate business development and private equity investment for the Group in the region. Ms Lee started her career as an auditor with Pricewaterhouse and subsequently joined Hewlett Packard, holding various management positions over a period of 11 years.  

Ms Lee is presently an Independent Director of Ascendas Hospitality Trust and Assurity Trusted Solutions Pte Ltd.  She is also a board member of WTL Capital Pte Ltd.  

Ms Lee holds a Bachelor of Accountancy (Honours) and a Master in Applied Finance from the National University of Singapore. She is a Chartered Financial Analyst charterholder.

 

Mr Teo Chin Hock
Deputy Chief Executive (Strategic Development), Defence Science & Technology Agency

Teo Chin Hock is the Deputy Chief Executive (Strategic Development) of the Defence Science and Technology Agency (DSTA). Appointed to this role on 1 April 2009, he assists the Chief Executive in driving the strategic development of DSTA.

Chin Hock’s experience spans several critical areas, including the acquisition management of key defence systems as well as the management of national security programmes in support of MHA and other national security agencies.

His most recent endeavour is the significant build-up of cyber defence engineering competency and capability in DSTA. He has been the key driving force behind the build-up of the critical command and control systems development capability for MINDEF and the SAF.

He was awarded the Public Administration Medal (Bronze) in 1997, and the Public Administration Medal (Silver) in 2003 for his special contribution in the fight against SARS. In 2007, he was awarded the Defence Technology Prize (Engineering) Individual Award for his contributions and outstanding works in C4I systems development.

Chin Hock graduated from the National University of Singapore with first class honours in Bachelor of Engineering (Electrical Engineering) in 1984, and went on to attain a Master of Science (Electrical Engineer) with Distinction from the US Naval Postgraduate School in 1991. In 2001, he successfully completed the Harvard Business School’s Programme for Management Development.

He sits on the management board of Temasek Laboratories, National University of Singapore. He is also a nominee Director of Experia Pte Ltd, the Singapore Airshow organiser, a company co-owned by DSTA. He is a member of Development Projects Advisory Panel, Ministry of Finance.

Eddie Chau formed Brandtology in 2008 after successfully incubating e-Cop, a company he founded in 2000, to a market leader in Info-Security Industry. e-Cop was acquired in 2007 by a wholly owned subsidiary of Temasek Holding Pte Ltd.

Brandtology is the leader in Business & Brand online intelligence services. Using proprietary technologies and proven process, combined with trained and experienced analysts, Brandtology helps companies analyse online conversations in the social media and make strategic decisions for their brands in a timely manner. Brandtology supports global clients in multiple countries and languages with more than 300 professionals in 15 countries. In 2014, iSentia, listed in Australia Stock Exchange fully acquired Brandtology.

In 2014, Eddie co-founded Spinircle, a marketplace for Sales Professionals to get crucial information for sales opportunities from the crowd. In 2013, Eddie founded Neeuro to develop products that empower people to live happier, healthier and productivity through the use of neuro-technology and gamification.

In 2011, Eddie co-founded V-Key with a key objective to make all mobile devices and applications more secured with cutting edge patented technology. In 2014, Ant Financial, a unit of Alibaba led a Series B investment round in V-Key. In 2012, co-founded TNF Ventures with several ICT entrepreneurs and venture capitalists, to incubate early stage ICT start-ups.

Before founding Brandtology, Eddie was the Founder & CEO of e-Cop. He brought to the organisation his extensive experience in the ICT. He led and charted all aspects of e-Cop group’s strategic direction from product development through to professional consultancy services, technology development, sales and global expansion. Under his dynamic leadership and vision, e-Cop has grown to be the market leader in the Info- Security industry with international presence spanning more than 20 countries.

Before founding Brandtology and e-Cop, Eddie held senior positions in IBM and Computer Associates Inc. Eddie has also appeared as the investor/judge in Startup Asia Seasons 1 & 2 by Channel News Asia. Married with two children, Chau holds an MSc in Communication Engineering from Imperial College, London.

Ms Ang Mui Kim is the Chief Executive Officer of Assurity Trusted Solutions Pte Ltd.

Mui Kim has over 30 years of enterprise ICT experience in both the private and public sectors. She started her career with the National Computer Board for ten years and the next ten years in SingTel’s subsidiary NCS Pte Ltd before joining the Government Technology of Singapore (GovTech, formerly known as Infocomm Development Authority) in 2009.

Mui Kim is part of the GovTech Senior Leadership Team. Before she was posted to Assurity, Mui Kim was a key member in the Capability Development Management Council and appointed as the Practice Lead for the Application Management Functional Cluster for more than 800 GovTech staff. She was also the Lead for Workforce Transformation Mission for 1,200 Services staff to uplift their digital competencies in agile, data, design thinking and cloud, and the Co-Lead Curriculum for the GovTech Digital Academy.

She was the Chief Information Officer at Ministry of Manpower (MOM) from Oct 2009 to Jan 2020. During her tenure, she led her team in digital transformation, modernising large-scale mission critical systems, and championing the transformation of MOM digital services and adoption of Agile Software Development. Under her leadership, MOM IT grew from a small team of 30 to a team of more than 200 with strong capabilities in digital transformation and software engineering. GovTech designated MOM as one of the two Agile Development Centres in 2019 for quality product delivery and capabilities development. She was appointed as Ministry Family CIO to drive and lead the Ministry-wide digitalisation programme for the Ministry HQ and Statutory Boards.

Prior to joining the public sector in 2009, she was the Group General Manager of a business unit at SingTel’s Subsidiary NCS Group of Companies with profit and loss and delivery responsibilities in Singapore and in the region. At NCS, she rescued a few problematic projects and championed the setting up of new businesses. Her business unit achieved consistent profitable growth in Singapore and overseas. She was also instrumental in setting up new offices and delivery centres in Australia, China and Malaysia for the group.

Mui Kim has been chairing the SCS’ Board of Assessor for Certification in Outsourcing Management for IT (COMIT) since 2012. She has been conferred as Fellow of Singapore Computer Society (SCS) since 2016 for her contributions in the IT industry. She was the Vice President of Executive Council of IT Management Association (ITMA) from 2014-2017.
